We may take it for granted but Avatar is still one of the highest grossing movies of all time and ATLA, altough super popular due to its extensive runtimes on channels like Nickelodeon and now even watchable via Netflix. If that's true, why didn't any Avatar before Aang try to bring the four nations together? That's because it's not their responsibility. Their responsibility is to keep and restore the balance of the world. The idea of globalization in the avatar world wasn't a thing until one of the nations had a period of great prosperity and wealth and decided that they wanted to share that with the rest of the world (aka imperialism). The US has done it, the Japanese has done it, Britain has done it, etc. After the hundred year war, they were left with Water Tribesmen scattered across the Earth Kingdom and Fire Nation former colonists mixing with people from the Earth Kingdom. Eventually, the Republic of United Nations and Republic City was formed so that benders and non benders could live together.
