It’s not compulsory or required by many flight schools, it’s just always better to have a background of doing subjects like Math and physics which are basically under the science stream of late high school. When you later join a flight school most of the basics you used at school will help you absorb and understand subjects like Aerodynamics or flight characteristics much easier. Even if you do not do anything science related, you can always apply for a Flight school and they’ll teach and take care of you from then onwards while you do your side of self-studying.

It really depends on your goals in terms of where you want to fly later - the UAE has some great flight schools and most of the schools in the country are aligned with the airlines. Doing your pilot training in country has advantages and disadvantages (one of the big factors is a high cost doing the training in the UAE). If you did your flight training abroad you would have to check with the UAE GCAA (the civil aviation regulator about how you can convert your license to a UAE commercial pilot license).
