Just to make it clear for people who don't know why we use just BE " I recommend that he be on time" it's subjunctive mood when we use a bare verb. I recommend that she do her homework on time.

Yep. You can say "suggest (sb's) doing smth" or "suggest (that) sb (should) do smth". Use of should is common for BrE

I have a question, there's a song performed by Alice in chains named Rotten apple and one lead reads "Recommend you borrow". Does it have to do with context?
