It's based on the Green Lantern ring as the Reach, the creators of the Beetle, are the enemies of the Green Lantern Corps. From my understanding, it's a similar technology but more limited. He could face off and potentially win against a Lantern, but it's more likely the Lantern would win . . . I believe this specific Beetle is somewhat more willful than the others and is somehow influenced by magic as well as Reach tech, and Jaime can usually control it with much effort . . . That's the main thematic difference between it and the rings - the rings are given to those with the greatest willpower, while the Beetle seeks to control its user and take away his/her willpower. It was just lucky for Earth that Dan Garrett and Jaime Reyes managed to resist it's control for the most part . . .
