B.C. 1st province to decriminalize small amounts of illicit drugs

The British Columbia government is decriminalizing carrying a small amount of certain illicit drugs in an effort to reduce the staggering number of overdose deaths. But advocates, drug users and researchers say it might not be enough to make a difference.
