How to make the fondant flowers please

Would you be able to explain why you panel and and then frost with buttercream twice? I have never seen this technique before. Is it because of the soft cake underneath? Would you do this method with all cakes that are soft in texture? Thank you in advance! 🥰 Love your work!!
