Weirdly American thing is that the homeowner or business owner will have to pay to build and maintain the path around their property. This brings a sense of entitlement or ownership on something that is essential to public access. It’s an obligation on the property owner but they can’t control who uses it.

One of the responding officers showed up and solicited a trespass from the business owner not only was the trespass illegal, because it was a public sidewalk, but it was also illegal because it was solicited.
