I did three foreign service tours in Manila between 1983 and 2001 and one of my favorite things was haggling with vendors who nearly always inflate the price for foreigners. Back in the states between tours there I started haggling both at small businesses and big box stores where the trick is to find the owner or the manager who knows what inventory they want to move and have the authority to discount it.
