Although it's never said the mountain apears to be enchanted to be able to withstand the strength of anything less than capable of freeing the sword. Also, it wouldn't matter because the sword would now be at the bottom of the water, so now you would have to hold your breath while trying to retrieve it with a enough strength. Even if you blasted the water away you still need the strength to life it. So you would just be at level 1 again.

I think it was a simple misunderstanding. Goku wasn't there to hear the wish since he got there after it had been made. I think he assumed the wish was to "revive all those killed today by Vegeta". If Goku had known the wish they made in detail, I'm sure he would've put the pieces together and figured Gohan was alive now. This still doesn't explain why the others don't come out and say "we revived everyone who died, not just those killed by Vegeta", but I'm guessing they were in shock and not thinking clearly when hearing about Gohan and Vegeta. Or it could simply be a writing error 🤷

Since this saga is all about magic, I like to think you have to earn the power by pulling the sword out. If one did blow up the mountain I'd say that person would forfeit their right to the Z-Sword's power. That's how the Kai's might see it anyway.
