The barriers are designed to shear off in event of being struck. I guess the wind was just too strong. Many crossings have spares hanging on a rack ready for such incidents.

They are fitted with shear bolts that, in the event of them being hit these bolts break and the barrier comes off

Although it is without doubt in administrative "Gwynedd" - a Welsh "County" that does not differ in function from a Welsh "County Borough" - a more accurate description would be to use the proper county, Merionethshire.
