Because that's what people do when they fish. Not everyone takes the fish home to eat or whatever. Fishing is not just about food, it's about the process. It's about nature, it's about water, it's about the animals. Also some people are looking for a specific type of fish. So there's no point in keeping a species you're not looking for on your boat.
