Seems like it would be pretty easy to setup an anonymous phone with whatsapp on it for batman and just message him through that. You could provide more detail about the crime, send pictures and do it all without broadcasting that batman has been alerted with a giant light in the sky.

Have you seen the movie The Batman? Their explanation for the purpose of the signal is pretty great. It's a warning to criminals and a reminder to citizens that Batman is out there. Actually they did something similar during the No Man's Land saga in the comics, using the signal so people thought Batman was there even though he had disappeared. Also the cartoon series, funnily enough also called The Batman, where he actually did have a special phone that alerted him when he was needed.
