A major key to defeating Pennywise is also belief. In the book, Eddie believed battery acid could harm it, and claimed his respirator he uses for his asthma contained it, Pennywise was so caught up in the moment it didn't consider Eddie's lie, so it burned Pennywise like battery acid when Eddie sprayed him(it did not fall for this the second time though). The silver slugs worked because the Losers believed they would. Batman's methods can work so long as he holds a firm belief that they will.

As a primordial myself from outside of the macroverse, I can confirm to my knowledge , “It” is actually a low ranking eldritch and Cthulhu is a high mid level Eldritch. Pennywise’s weakness is compensated by mind control, fear, and illusions. There aren’t really any “cosmic rules” as to why Pennywise can’t leave Derry. He just prefers to live there, and he just doesn’t want to leave. low entities such as himself are significantly weakened by Earth’s air. Unlike other planets teeming with stronger entities, Earth is flawed. It’s the Earth’s air that weakened Pennywise’s true power. In the grand scheme of primordials, Pennywise only a bug whereas Cthulhu is a greater threat.

Joker beating Pennywise is actually incredibly conceivable. Pennywise preys on and heavily relies on the fears of his victims, but the Joker's damaged mind is virtually incapable of fear and is resistant to psychological attacks. Pennywise trying to get inside Joker's mind to find any tangible fear to turn against him would be like trying to navigate a never-ending funhouse full of distorted mirrors. That fight would most likely result in IT being weakened beyond recovery and the Clown Prince laughing at him/ ridiculing him mercilessly. 🃏 *>* 🎈

If what you said about Pennywise's geographic containment is true, since Pennywise becomes powerless if it leaves Derry, Maine. Ensnaring It and dragging It out of Derry, could deprive the entity of its otherwise cosmic power, this could in turn beholden the creature to a host of new weaknesses which we could then proceed to exploit. This act of denying Pennywise access to the source of it's power could prove to be the key to making the contingency plan all the more effective, particularly if the fear gas proves to be ineffective against Pennywise when It is within the area of Derry Maine.

This. This is why I love Batman the most out of the DC Universe. His systematic dissection of threats is what I wish was used against more cosmic horrors. Don't get me wrong, I like horror films, especially that of the unknown, but I also wish we could see more films/video games where you can exploit rules by which an entity is bound.
