Unfortunately, due to the nature of LSPDFR, the fire extinguishers are classed as weapons, so NPCs will attack anyone that's using a fire extinguisher

No it doesn't work with campaign hat. It clips through, unfortunately. It looks okay in the video because of the huge helmet.

You will have to travel across the entire map once to do it. Do it in a helicopter or a plane. Or you can do it via a trainer. Check under the misc>HUD section of Menyoo trainer.
