Cheng Han the Squid brother most have the mind set of purely scary Pokemon that are legendary But some ubers (toxapex mainly) are pretty valid for skill+a uber

True some people who use Ubers are good players but from experience, most of the people I fought against which have a full team of Ubers isn't sadly. As for those Pokemon which aren't even legends but are in the Uber tier they have good reasons, for toxapex, it is because it is a great wall with a great typing. It all come down to the player experience and generally when most people see a team of all legendary Pokemon they tend to mainly assume the player have a low skill level which sadly is the case most of the time.
