I switch to PS4 for Multiplayergames until Render Cloud Streamed gaming is ripe for the masses and became a standard (10-20 years away).

I dont think he is cheating...its delayed playback...and not every shot has a flash. the mondragon can be fired very quick...and in a short delay all bullets seems like flying all trough un one shot. Enemies were spotted and most kills are assist kills with less then 50 dmg. and he gets revived all the time.
