Have you considered the military threats of Russian sub activity right off the east coast of the United States. As well as military activity by Russia, China and Iran in South America?

Why do militaries express amazement about ammunition expenditure whenever a war breaks out? This is an historical trend. Autocratic states will pay huge amounts to have a big stockpile. Democracies want to spend their money on other stuff like - I dunno - healthcare and the general well being of their citizens.
