Doj idea : Set up an event at the alamo sea that makes civs go in the alamo sea. Have jeff or polecat fly a cargo plane or airliner (the huge one) and have them call the police in sandy saying that their engines aren't working and that they have to crash land into the alamo sea. Nice situation to see how the police handle it.
