Why only involve officers to convince people? Why are officers forcing on local people forcefully? Let them decide for themselves, this is their village, and they have every right. If anyone needs permission, don’t involve the district collector or bureaucracy and request locally represented leaders who have credibility. This is a democracy run by people and elected by people, not officers.

That site is world heritage. Villagers have history of hundreds of years maximum. Heritage of that site could reveal lineage of much wider area. Hence we should create awareness among the public so that a safe excavation shall be executed which will reveal past history. Also the site need to be protected from fortune hunters and theives.

That’s how bureaucracy works in general. There is a better way of doing things, and the world across people following that except few countries. The only change comes through people's involvement and a solid third-tier government (elected by local people), which manages all the local officers (revenue, police, school, health, Archeology, etc.) in their Mandal or at the village level, wherever more locally possible. Local people know their problems and solutions better than anyone. If they need help finding a solution, they will ask for help. Who doesn’t want development in their area if they get treated sensibly? And that's how our Indian families run too, on their own, not by officers or bureaucracy in Delhi or state capitals.
