Locally if the grit bin is emptied application to local council will have it refilled in short order for road safety but they won’t spread it that is for us and shovels. A cheap ride on mower with a spreader on the back might be efficient for you but as ever a further investment!

I know that it may only snow twice a year however it may benefit you as a business to get your own manual gritting machine and make your own snow plough that fits the forklift it will hopefully save you having to cancel the artics

You need to make a snow plough for your mini digger and did you look into waste oil heaters for your workshops that I suggested last year , really in November you need to check all machines are up for the winter ie check battery terminals , anti freeze and protection from the weather .

Regarding those directional valves you were messing with. If you want to see whether its an electrical or hydraulic issue, on the end of the cartridge valve (the thing your magnets slide over) you can manually override them by pushing in the dimple/plunger at the end with a screwdriver

i wonder if you could add a load of anti freeze in with your hot water pressure washer to spray the yard with to help melt the snow as it has glycol in the anti freeze. im sure a similar type of system is used to clear runways for aeroplanes. just a thought .)

Maybe worth investing in a small tractor, which could keep the street clear and allow your business to continue without disruption.
