Nonetheless, for both Buu and Cell saga, we had Gohan as the strongest Z fighter (non-fusion), which should have been planned from the start (probably since Gohan's power level was established to be stronger than Goku during the Raditz arc)

Beast gohan in its raw power is stronger then goku and Vegeta. However, mastered UI is a technique which would allow him to be faster and stay on power. Being the strongest physically doesn’t necessarily mean you will win. Skills, technique, experience, expertise all play a huge factor. Even mastered UI goku at some points was being beat down by jiren who is way stronger. It took combined teamwork to beat him down.

Going off statements from gohan in the movie, beast gohan should be stronger than mui from the morro arc since gohan was there and witnessed goku's power. (the morro arc was mentioned in promotional material for the movie) And by a considerable amount too, since he claimed that goku and vegeta together would not defeat cell max, yet gohan tanked a punch from cell max and smiled. But in the granolah arc, goku with his true ultra instinct (black hair) was overpowering Gas, who made mui look like a joke. So goku in ui got a considerable boost. Plus the superhero movie takes place after granolah (logically), so goku would further his power in ui, so it would make sense if current goku is relative to or stronger than gohan
