if squalor in carthage starts being a problem, a good tactic is to recruit a peasants army there, then ferry them down to one of your low population towns then disband the army in the town. This will increases your population in that town. The cost of the peasant army is basically offset by limiting the squalor in carthage (stopping it from rebelling) and it allows you to upgrade low pop towns quicker, then build money making buildings. the whole process is quite micro managey

Yeah that's good advice! I'm hoping to be able to get Carthage above 30k population while still stable because after 30k pop the squalor doesn't grow anymore. So if you can get a stable city at 30k it'll stay stable but we'll see. Just would prefer to not do the micromanagement but could be a good move to boost up a town that has low population in the short term absolutely
