You are spot on. I have a copy of 'Music!' issued by the National Music Council and 3 minutes of this clip do appear. I was involved in the Michael Tippett section of the film recorded in Chippenham, Easter 1968.

That is JOHN singing, not Ringo, you can hear John's voice but the camera shows Ringo, Ringo just so happens to be signing along. John is the one doing that silly high voice at the end.
