Tornadoes often brings heavy rain and flooding. Local building codes won't allow underground homes

There are earth sheltered homes in Oklahoma. It is allowed. As long as codes are adhered to. They still have trailer parks in tornado alley.

I feel this is the way to go in the future, away from the built up areas and make new communities including all amenities.

Ask the lenders. Most of the time, banks won't touch financing a "non-traditional" home, no matter how well engineered. They don't believe they'll have resale value.
