Greetings from the BIG SKY of Montana. Those beavers made that dam mostly out of mud. I saw a show one time where American beavers were getting a mouth full of mud for making a dam Looks like yours do, too.

I don't think that is pond scum. It looks more like seed blown from the grass vegetation. Use a cutter to open up the area around the culvert and that should reduce the gunk from clogging the ditches.
