Well, there are different levels to these characters. On the most surface level they are intended to be completely bone-head stupid, but on a deeper level they are often smarter and more genuine than all of the adults--and that's the main part of the humor. Here Mike Judge is having them make really clever and intelligent puns--but the delivery is 100% Beavis and Butthead, which makes it all that much funnier.
