The main reason why I personally think Dallas Grimes and ATF Agent Flemming can be considered as the two main antagonists of Beavis and Butt-head Do American because Dallas Grimes is the one with the bigger plans by wanting to dispose the X-5 Unit and she manipulated and betrayed Muddy Grimes and ATF Agent Flemming spends a great chuck of the movie tracking Beavis and Butt-head down even though he was never a villain.
