It doesn't have to mean that. If your shirt is long and it even just a little bit baggy (helps if your jacket or sweatshirt is too) there's no reason to go from a 36 to a 40. If a 36 is extremely tight or u wear skinnies (dought he does) then maybe 38 and you'd have hella extra room. But who wears their pants that tight? If I was carrying in my waistband I'd wear a 36. And I wear a 36 always anyway. A gun doesn't take up much room. I'm guessing u never packed one
