Shimmy: When you anticipate something, but nothing happens at all. For example, you might expect a throw coming and hence you duck to punish the whiffed throw, but the opponent uses mid hitting string to open YOU up instead. Similarly, you might expect the opponent to rush down on you and you try to hit him, but he back dashes, and your move whiffs and then HE hits you.

Shimmy is the effect of Staggering…. But you dnt have to stagger to shimmy . You can play the Neutral and achieve it .
