My headcanon for nines is that his programming is MUCH stronger than any other android. So when markus/Conn tried to deactivate him they have a really hard time getting through to him and couldn't even tell if it worked or not. Lots of people believed he was still a machine. He has an especially hard time with Gavin. But eventually it comes into light that he's been a deviant this entire time! And that's literally just his personality!
