Beerus is consider a 'mortal' and no, 'angels' cant be 'defeated' they are not aloud to fight against mortals they can only 'train,' doing so will erase them from existence. Therefore if they choose to fight they would be 'surrendering' because that action would erase them from existence. So, for them to intervene in a mortal fights requires a mortal to actual defeat the other mortal that their intervening on behave of, which why goku & co. are so important to the angel's.
