Maryland/dc is either great or awful. Not much in betweeen but many of the shops out there (at least that I’ve visited) will work with you if you talk to the manager/owner. here's a beginner's guide to secondary: have patience, and simply do not participate. Better to just support your local bar and pay for each of these whiskies as an individual pour, realize they are NOT worth the secondary market price, and move on to what's sitting on shelves because there's some pretty elite bourbons and ryes to be had at retail price. you can basically set an upper limit of, say $140 for a bottle and do VERY VERY Well in the retail space. VERY Good video for the newbies, here.

Secondary really comes down to your area. State Controlled is much easier to get allocated at a fair price compared to me in Michigan where we don't get a ton of Allocated overall and no one sells it at MSRP...double MSRP is the bare minimum. You really need to understand your area and what the average price you are seeing. Weller 12 for example...cheapest that has every been here is 150 at one store. Typically 200+!
