FMEA is most likely same as JSA (Job Safety Analysis) or GRA (General Risk Assesment), different industry, different name but same methodolgy, is it dude?

They are similar in the fact that all methods use quantitative methods to classify a variety of potential hazards, but FMEA is for a wider range of issues not always related to safety (often the items identified using FMEA are not safety hazards at all unless the problem is severe enough).

Human resources is usually concerned with the safety of employees above defects (as anyone using the PFMEA tool should be), so prioritize those risk areas that could result in hurting an employee (these have a high severity so they should be at the top of the list generally).

You can apply the PFMEA tool to many processes, not just manufacturing. You would have to identify what the primary tasks of those departments are and then begin breaking out the PFMEA based on those.

is failure analysis engineering job(semiconductor) job more stressful than product engineering?

It's really going to depend on the specific company and culture. Certainly with failure analysis you are topically discussing "negative things" (failures) most of your day, but you can certainly have fun with this topic and by putting preventative measures in place you can feel very optimistic. Product engineering can be very demanding too, but can also be very different than failure analysis. I would say research each more and make sure you read the job description at any company you are applying to!

What exactly do you mean by validate? Things like occurrence can be backed up by historical data for similar processes/occurrences and items like severity are generally easy to put a cost too if you can value the money required to make all the repairs/reparations. Detectability is a harder metric to measure, but you can look into how many times the issue has been caught before it made it to the customer vs. after.

It's like the Check phase on the PDCA cycle. Once you have it done, the records should tell you the how accurate was your development.
