why the rate of failure cause detection opposite with the rate of failure cause occurrence

It's because of the RPN score. If they had given the lower point for the "unlikely detect it", the RPM score would've increased. And that would be ridiculous because if you know what the problem is, you will likely to solve the problem. That's why, the score of the detection column is vice-versa.
