if this is a genuine question then I'm pretty sure that's when the motion capture guy knows that the cutscene camera isn't on him or when they tell him he's done so he just moves around randomly

Honestly, even if the camera angles change, GTA 4 actually looks like it was filmed with real actors and motion capture rather than have some of it be digitally animated. That’s what I actually love about rendered cutscenes, as many real-time cutscenes lack these details.

That whole cutscene is motion capture. When the in-game camera doesn't have the characters in the frame, that's when the mocap actors hit a t-pose as a way of saying "finished," so it'll be easier for the animators to know when to stop animating.
