Technically being on probation, does grant the right to searches whenever where during a stop or POs. But entirely depends on terms of probation the judge sets and whether it’s felony or misdemeanor probation

Not when they have probable cause or reasonable suspicion. His previous record gave them that. They only need permission when they don’t have any evidence suggesting you have anything, in which case the smartest answer is no. But if they find even the smallest amount of PC they can search without your consent.
