I'm pretty sure it's just cuz of the fact they changed the formable so it can core all of Europe, and Malta wouldn't fall under any of the regional expansions despite being a member of the EU IRL. It would make the most sense with an Italian regional expansion, but obviously that doesn't exist cuz forming the EU cores Italy. So they just included Malta so that it wouldn't be left out completely
