Philip will always continue to believe that Caleb fell in love with a witch because he was under a spell that "tortured him against his will" and Philip as an advocate of euthanasia believed that killing him would free him from his "torture".

More of the "Thou shalt not suffer a witch to live," maxim that informed real life witch hunts and inquisitions. Philip may oppose euthanasia for religious reasons, too. He is certainly informed by having been a Christian at one point in time, though he could have changed some of his ideas to exploit the Isles. The writers are certainly not allowed to give specifics.

Caleb being the way he is reminds me of how my best friend acted when we were kids.
