I would disagree with Andrew on his submission that Corruption may not always be related to government resources. The 10,000 that the police officer picks from the driver is sacrificing the 150,000 the government would have received if the officer gave the errant driver a receipt. Secondly, incase the car gets an accident due to its poor condition, the government loses lives due to the corruption. Ultimately, government loses through corruption directly or indirectly.
