There wasn’t enough rain in the recent months which caused fire restrictions, so Betty wasn’t allowed to run on her own.

At the time Ashley day was being held, the fire danger rating for the City of Swan was high. If the fire danger is rated as high, we are not permitted to run steam on train services due to fire risk. On Ashley day, we received special permission to have Betty in steam in the station area, as in that location, the risk of fires was very low.
