It’s only ‘hard’ at first glance. They give you a very weak car compared to his. But the AI in the game REALLY sucks at driving. Especially fast cars. So it’s almost inevitable that he’ll crash and you can easily pass him that way. Hell he’s so bad at driving I failed the mission once because he drove off a bridge into the water lol

to drive boats you are required to have you tried getting another boat to push them? now that's very circumstantial being that Tommy can not swim and the other boat needed to push the required boat must be in range for tommy to switch vehicles. But in GTA SA you can position vehicles before mission starts, been a second since I played VC so I can't remember if you can do it there.
