Sir, how is UDAY responsible for increasing Fiscal Deficit of states when the scheme had a clause saying the debts of the states won't be counted in calculation of the Fiscal Deficit of the states?

According to nk Singh panel they have asked state to take up the complete debt of UDAY scheme, thus increasing fiscal defect of state by increasing revenue deficit. There is no such clause. You misunderstood it. And yes, FRBM does not include UDAY scheme. Have a nice day
