If you have a spell that costs XX, like Chalice of the Void, the cmc is 2, if you pay for a X spell, it's cmc is 1 if you've spent 1 mana to cast it, and 2 if 2 mana is spent. XX is cmc 4 if you've spent 4 mana. Did this help? UwU

X spells on the stack have cmc equal to the total mana the spell cost (not necessarily mana paid, because cost reduction is a thing). If you had a spell that was {X}{R} in your hand and library, it's mana value is 1. However if you cast it where X=3, then it's a mana value 4 spell in the stack (illegal target for spell snare).

Spell Snare is trash. The lower mana cost isn't worth the restriction of countering only spells with CMC of 2.
