You may be wondering, there's no way Flowey received more determination than an entire human soul's worth! How is he able to save and load but Clover can't? I have a good theory on this, if you have any kind of *attention span* these days.... It's highly unlikely Flowey has more determination than Clover, but here's the thing: Flowey was born with the memories and desires of Asriel. Asriel refused to hurt humans, the very things that have led monsterkind to be trapped. When Asriel comes to his senses in True Pacifist, he wants nothing more for monsters to be free and everyone to live happily. Loving and empathy was what Asriel wanted to fulfill. But when he became Flowey, he lost all power to love and care, but he's still got all that determination. The theory here is that determination gets used up on fulfilled the host's desires, and any excess can be used for bending time and space, as long as nobody else can override it. All of Flowey's determination can be used for control over the timeline, and nobody else has that much determination in excess. Clover's desire is to bring Justice as we all know, except his desire can actually be fulfilled, Clover may forget their mission in certain runs, but its in their nature to serve Justice when needed. This doesn't give them enough excess determination to override Flowey's. Bonus theory: So what about Frisk? While the fandom says their soul represents Determination, this isn't actually canon. We only know the other souls because the Snowdin Ball Game confirms it, the closest implication for Frisk is that they possess a bit of every trait. Frisk is a special case, they may have every trait, but they don't follow a single one very closely like how Clover follows Justice. Without a specific desire to fulfill, combined with them having an entire human soul, allows the excess determination to be far more than Flowey's.
