The legendary items being so conditional is so accurate. So many of them are like "Tiny percent chance of dealing a little bit of extra damage, with a specific spell and get used to it because this is as good as it gets."

Meanwhile necro has one thats basically 100% bonus damage with decent uptime, even gets as high as 200% if you can get a good drop version. The aspects just seem so inconsistent on their usefulness.

This the mechanic used on the D3 green sets. They effectively have created sets of items without providing a color differentiation. Wade through everything to find the items that work with each other tightly.

Blizzard intentionally bloated it with nonsense (Vulnerability and Overpower, Barrier and Fortify... Lucky Hit...) and all associated damage modifiers related to them. They went well overboard with the RNG, and made rerolling a stat stupidly expensive along with rare mats. 😠
