Headcanon: part of Mr. Nimbus' powers is that he's dimensionally locked- every Mr. Nimbus in every dimension is the same one, sharing the same mind and memory. I like this partly because it means Mr. Nimbus knows this is Rick C-137 and their beef goes on even after Rick jumps two universes, but it also serves as an explanation why Rick hates him so much: Rick feels terror at the fact that he's one of infinite Ricks in the multiverse, while Nimbus can be assured that he is himself no matter what.

I like to think when Rick was younger he was really into battling Mr. Nimbus as a sort of "science vs magic" deal so the two had a friendly rivalry going on. But as Rick started getting jaded and making more devastating tech just for the fun of it Mr. Nimbus got scared that Rick might end up killing him so he bluffed by saying he'll flood the world unless Rick stays away from him and the ocean. Rick didn't really understand the sudden hostility since he wouldn't have realized he was changing so he was hostile back and the two became enemies but Rick getting more jaded eventually stopped caring about Mr. Nimbus, who stopped worrying about Rick killing him and was just sad to see his friend be a nihilistic ass that doesn't care about anything anymore. And with Bird person, it's shown even this jaded Rick still cares about his friends so he stayed away from the ocean as a sign of respect for an old friend of his because he'd rather not actually fight Mr. Nimbus to the death if he could avoid it.

I think the end alludes to the fact that him and his wife prolly did some fooling around with him too. I think there’s more than a friend aspect there.
