They made Shadow the Hedgehog because, apparently, kids were asking Sega/Sonic Team to give Sonic a gun. Which... well I'm calling bullshit on that. Regardless, they didn't think guns would work well with Sonic's character, and since they wanted to capitalise on Shadow's popularity by giving him his own game they decided to do both at once. Side-note, fun fact (fun for who, I dunno): Shadow is my most hated Sonic game out of the ones I've played. I'd even play the dreaded '06 over it, because at least with that I can scrounge up a tiny bit of enjoyment from the Sonic levels (even with the framerate issues), which is more than I can get from Shadow.
