He says very clearly that some settings are for solid PCs. If you have performance issues then set almost everything on low or off (except for view distance) and use DLSS or TSR for extra performance if needed. The most demanding setting is Lumen so don't use it if your gpu is rather weak.

I want also to say that, as a person who has Deuteranopia, this color blind mode setting is just right for me, as I can see things, that in normal mode are hidden for my vision. I would recommend this setting adjustments for all people which has any sort of color blindness.

Haven’t tried the settings yet but do you need to play a couple games every time you load it up to clear up the frame drops or once it clears up you won’t have to worry about it again

Make sure that you are using dx12. Also there was a known issue some time ago where dlss wouldn't appear in dx11

Man with a RTX 4080 MSI Ventus 3x OC edition, i9 10850k, 32GB DDR4 3600mhz, 2TB SSD NVME im still getting 120-130 FPS after playing 5 games and still constantly stuttering... You only.lose settings if you change to Performance mode. Change back to dx12 or dx11 and you'll be fine
