There's an spot nearby actually. Near to the grace on the last part. Best way to access is spawning on the grace of the Mogwhin palace stairs, then go all straight until there's a empty spot, surounded by walls, you jump with torrent until you reach the top (not easy) and then you proceed to fall while using light attack, you'll get like 125k runes everytime.
