I just assumed they originally intended to do the Gotham sirens with Selina, Firefly and Ivy as the latter two were Selina's friends. I mean, they still went down that route but with Selina, Barbara and Tabitha instead. Also, I'm pretty sure that they didn't have the rights to Harley Quinn like they did with Joker, otherwise, they'd have referenced Harleen Quinzel in the Season 1 episode centered around Arkham Asylum.
